    [Derby] Latest PED

The penalties need to be very harsh for this kind of activity.  Beside banning the trainers, vets, and other who are guilty the horses need to be banded also for life.  Banning the horses will make the owners accountable for selecting trainers who cheat.  No future stud services or fillies having foals.
