 I don't think taking tracks out of the wagering business will achieve the desired result, and it could make the game even harder to police than it is now.  I worry about the consequences if the tracks were to have no stake in ensuring the integrity of the sports' participants, which it must have as long as it accepts wagering on the races it runs.  

The "whales" run everything—the financial markets, labor markets, government.  Why expect horse racing to be any better?  

If the late drop in odds after post time is really a problem--and if it is, it's one of the minor ones confronting racing, all thing considered--then the solution is the exchange wagering offered by Betfair in New Jersey, which allows you to lock in your odds at the time you make your wager.  

Otherwise, okay your odds went down.  At least you picked a winner.
