[Derby] Do tracks do random testing
I am curious if any tracks have a simple requirement to require random testing of a fixed percentage of the runners after races. I ask because without this if they limited testing to winners or to the discretion of the stewards it would strike me that races are being run with an invitation to drug horses. I am also curious if any tracks publicly post their drug testing policies, not necessarily everything they test for, but how often they test and how often something comes back positive. I remember a while back when Bill Mott fought against a positive, and I believe that he was honest when he said that he did everything right and followed the rules, and NYRA was right that it didn't matter because a positive test is a positive test. I just have trouble believing that there isn't a whole lot more mishandling of medication going on that is going either undetected or unreported. If there was at least a 10 percent chance of thorough testing every time a horse ran I don't think we'd be having these problems.
