USADA statement says it all  "After months of negotiations, we have been
unable to enter an agreement in line with the requirements of the Act, and
one which would have given us a reasonable chance to put in place a
credible and effective program. "  Tygart doesn't fool around, he and USADA
are committed to catching cheaters.

Racing Doesn't Want a credible or effective program, they've fought against
it for decades.

Look at the guy Jeff Blea, currently under investigation by the CA Veterinary
Medical Board for 8 violations including that Blea prescribed, dispensed,
and administered thyroxine and other medications to racehorses without an
examination or medical necessity.  He's on the HISA Anti-Doping and
Medication Control Standing Committee. What a JOKE 😪 .

No wonder USADA backed out......
