[Derby] HISA and USADA
Charles Hayward’s commentary on the failed talks between HISA and USADA is pretty glum. Hayward said that it is possible that the disagreement is over costs. I really haven’t paid attention to the HISA legislation. I thought USADA was part of the overall law. What is really going on here? Was this whole thing poorly conceived?
