I think what this big investigation and all the subsequent indictments and convictions shows is the need for the involvement of law enforcement investigators, and willing prosecutors to make the cases.

Whoever dropped the dime initially, however this thing got started at the Pennsylvania casino tracks and spread out from there, and whoever it was convinced law enforcement to get involved, much more of that is what's needed. All the racinos should be actively narcing out any cheating horsemen - they are stinking up the reputation for integrity of the entire operation.

There's been testing labs in racing forever, and supposedly harsh penalties, but they can only catch what they know about. Even then those were almost appealed and thus became toothless, so business went on as usual. Tests get get tossed for "contamination" or "the groom" or whatever, and penalties thrown out for violations of "due process" etc. Like judges everywhere just don't give a flying fig if race horses are all drugged up, and have no respect at all for racing authorities.

Law enforcement throwing guys in stir for a few years to think about their crimes may make a difference. And the difference here was the hard evidence of conspiracy uncovered by the investigations. not merely some "Gosh I honestly don't know, probably a groom in the stall and he had a prescription!" drug test.
