[Derby] What was truly amazing about this year's Breeder's Cup (Mark Peel)

There's nothing I (or anyone else) need say about Flightline.  So I won't.

The truly historic aspect of this year's BC was the payouts—they were paid out to the penny, with no rounding down to the nearest $.20 increment (aka "breakage").

I haven't seen anything written about this either before or after the event.  I assume that everyone entering Keeneland was handed a blank debit card and that all wagers were debited from and winnings added to the card—I can't imagine the lines that would form as tellers had to make change from a $20 for a $3.14 winning ticket.  I know Visa once sponsored a Triple Crown bonus; perhaps they were involved in this.

It didn't happen anywhere else around the country—Aqueduct, Gulfstream, and Santa Anita were all still paying in $.20 increments.
Horse players have been begging for this for years.  Odd that I haven't read or heard a peep about it.
Can anyone shed light?
