Somewhat less radical but probably worse:

1. What if you knew that the pari-mutuel gambling system and money
handling part was exactly as advertised with professional consortiums
having the ability to hire Ph.D. educated statisticians using massive
computer power to accurately predict the most likely outcomes and somehow
were given the ability to tie into the computer systems more rapidly and
directly than regular players at any track while be given rebates on their
winnings?
2. What if you knew that the procedures for policing proper veterinary
practices were woefully inadequate to catch trainers who were trying to get
around the regulations and there were many horse deaths yearly because of
the racing of unfit horses? Or because of ill-thought-out or inadequate
track maintenance. Or even if the industry was working hard to prevent
uniform standards and testing.
